Environmental Remediation of 137 Church Street and 74 High Street, Belfast

Overview:

The City of Belfast was awarded a $2,000,000 Brownfields Cleanup Grant from the United States Environmental Protection Agency; these funds will be utilized to fund the remediation (cleanup) of two properties owned by the City of Belfast: 1) the Waldo County Superior Court House property, located at 137 Church Street; and 2) the Bradbury Manor property, located at 74 High Street. 

Updates:

The City of Belfast has started a 30-day public comment period on the proposed cleanup plans for both properties (137 Church Street and 74 High Street), and the City of Belfast and TRC (its Qualified Environmental Professional for this project) will hold a public meeting on the proposed cleanup plans for both properties at 6:00 pm, on Thursday, October 23, 2025, in City Council Chambers at Belfast City Hall, located at 131 Church Street in Belfast, Maine, as detailed in the following notice.

The City of Belfast, Maine has been awarded a United States Environmental Protection Agency (USEPA) Brownfields Cleanup Grant to fund proposed remediation activities, including the abatement of identified hazardous building materials and/or cleanup of impacted soils, for two of its properties, one located at 74 High Street, Belfast (also known as the Bradbury Manor property) and the other located at 137 Church Street, Belfast (also known as the Waldo County Superior Court House property). The City of Belfast and its representatives will hold a public meeting on the proposed cleanup project for both sites at 6:00 pm, on Thursday, October 23, 2025, in City Council Chambers at Belfast City Hall, located at 131 Church Street in Belfast, Maine. 

Draft Analyses of Brownfields Cleanup Alternatives (ABCAs) have been prepared for each of the two cleanup properties. These draft ABCAs are available to be reviewed by the public by any of the following means: 1) physical copies are located in the office of the City of Belfast Planning and Codes Department, located on the top floor of Belfast City Hall, at 131 Church Street, Belfast, Maine; 2) they may be downloaded at www.cityofbelfast.org/cleanup; and/or 3) they may be requested from Thomas Kittredge, Economic Development Director for the City of Belfast via email at economicdevelopment@cityofbelfast.org or via phone at (207) 338-3370, extension 116.

Written public comments will be accepted during a 30-day public comment period, which will end at least 30 days after the publication of this notice, on Monday, November 10, 2025.
