How
do I register to vote?
The
State of Maine allows residents to register to vote anytime, including
the day of the election. Residents of Belfast may register to vote at
the City Clerk's Office at City Hall, or at the Polling Place the day
of the election. Proof of residency and proof of identity is required,
e.g. driver's license and something indicating a Belfast address.

Where
do I vote?
Residents
of Belfast vote at the following locations: Wards 1 & 2 vote at
the Belfast Boathouse - 34 Commercial Street; Wards 3 & 4 vote at Belfast City
Hall - 131 Church Street; Ward 5 votes at United Methodist Church - 24
Mill Lane. The polls are open at 9:00 AM and close at 8:00 PM.

For the Presidential Election on November 4, 2008, polls open at 8am and
close at 8pm
When
are elections scheduled?
The
municipal election is now held at the same time as the State of Maine
general and referendum elections held on the Tuesday following the first
Monday in November. The M.S.A.D. #34 referendum on their budget is held on
the 2nd Tuesday of June. The primary election is held on the 2nd Tuesday
of June of each general election year. Mayor, City Councilors are
elected for two-year terms and School
Board members are elected for three-year terms. The terms of the Mayor,
City Council and School Board are staggered so that 2 or 3 seats become
available each year.

I
will be out-of-town on Election Day, how do I vote?
If
you are unable to vote at the polls on Election Day, you may obtain an
absentee ballot. Absentee ballots are available at the City Clerk's
Office 30 days prior to the election. The absentee ballot may be voted
at City Hall or mailed/delivered to the voter. The City Clerk also
schedules absentee voting at Nursing Homes and congregate housing
facilities in Belfast.

How do I obtain a marriage license?
The
State of Maine requires Maine residents to obtain a marriage license
in the town/city where they reside. If the bride and groom reside in
two different communities, they only have to apply in one of the communities. If only
one person either the
bride or the groom is a Maine resident, they must apply in the town/city
where the Maine resident lives. If the bride and groom are both out-of-state
residents, they can apply in any town/city in the State of Maine and
get married in any town/city within Maine. A $30.00 license fee is required,
this does not include a certified copy after the marriage has been
preformed. Maine does not require blood
tests. In the case of a second marriage, a certified/attested copy of the death
certificate or divorce decree is required. (A certified or attested copy has a raised
seal and/or original signature - no photocopies accepted) Maine no
longer has a waiting period for Marriage licenses. The license is valid
90 days from the date the intentions are filed.
Certified copies of the marriage certificate can be purchased at the
time you get your license and we will mail you the certificate after
your officiant has filed the license. Certified copies are
required for name changes with social security and other agencies.

Where
are vital records filed?
Municipal clerks file vital records for events that occur within the
State of Maine, within their town/city or occur to residents of their
community within Maine.
If a child is born in Maine, a copy of the birth certificate is filed in
the town/city where the birth occurred, and the town/city where the
mother resides.
A death certificate is filed in the town/city where the death occurred,
and the municipality where the deceased resided.
After
the wedding a marriage license is filed where the bride and groom applied for the license.
Note: All vital records are filed with
the State of Maine, Office of Vital Records in Augusta.

Are
there lots available at Cemetery?
The
City of Belfast has seven Cemeteries in various locations throughout
the city. Residents and non-resident may purchase lots. Anyone interested
in purchasing a lot should contact Steve Boguen, Cemetery Superintendent
(207) 338-2264. The City's Cemetery Superintendent will meet families
at Grove Cemetery to discuss the Lot options, costs are subject to size.
The purchase price includes perpetual care for the maintenance of the
lot.

How
many members serve on the City Council and School Board?
The
City Council is comprised of 6 members. Elections are non-partisan.
Council members are elected from each of the five wards and the Mayor
is elected at large to represent the community.

When
does the City Council meet?
The
City Council holds its regular meeting the first and third Tuesday's
of the month. Meetings begin at 7:00 PM in the Council Chamber located
at Belfast City Hall. When the meeting falls on a holiday or an Election
Day, the meeting shall be held the following Wednesday, at the same
time and place. Deadline for agenda materials shall be filed in the
office of the City Clerk 7 to 10 days before the meeting date of the
Council. Special meetings shall have at least 6 hours notice to the
Council and Press. Agendas are available in the City Clerk's Office
the Wednesday prior to the regular meeting.

What
types of records are maintained by the City Clerk?
The
City Clerk's Office maintains vital records, election records, City
Council minutes, financial records, town reports, cemetery records,
ordinances, committee reports, etc. Residents wishing to obtain certain
city records may contact the City Clerk's Office. In many instances,
individual departments may also retain records.
