NOTICE OF PUBLIC HEARINGS
PROPOSED ORDINANCE AMENDMENTS
 

The Belfast City Council shall conduct a public hearing at a special Council meeting of Tuesday, January 29, 2008, beginning at 7:00 p.m. or as soon as practical thereafter, in the Council Chambers of Belfast City Hall, which is located at 131 Church Street, regarding proposed amendments to the Belfast Code of Ordinances, Chapter 102, Zoning. 

The Council is seeking public comment on two different approaches to managing  development of the so-called ‘Les Hills’ property owned by Bank of America; reference Tax Map 5, Lots 11, 19, 19A, 21, 23, and 36A.  The hearing also is the Council’s Second Reading of both Ordinance amendments. 

Approach number 1 involves using contract rezoning to manage any use of the ‘Les Hills’ property.  This approach requires amendments to Chapter 102, Zoning, Article V, District Regulations, Division 24, Route 3 Commercial, and Chapter 102, Zoning, Article X, Contract Rezoning, Division 2, Contract Rezoning for the Office Park, Route 3 Commercial and Searsport Avenue Commercial Districts. 

Approach number 2 involves using specific performance standards to better manage any use of the ‘Les Hills’ property.  These standards focus on additional landscaping and buffering requirements.  This approach would be implemented by amendments to Chapter 102, Zoning, Article IX, Nonresidential Performance Standards, Division 3, Nonresidential Development Standards-Route 3 Commercial District. 

The public is invited to attend the hearing and to express their comments to the Council.  Comment also may be submitted in writing or by email until 5:00 p.m. on January 29th.    Written comment should be sent to: Roberta Fogg, City Clerk, City of Belfast, 131 Church Street, Belfast, ME, 04915.  Email comment should be sent to: cityclerk@cityofbelfast.org.   

The draft First Reading language is now available for inspection at the City Clerk and Department of Planning & Community Development offices in City Hall, Monday – Friday, 8:00 a.m. to 5:00 p.m., and on the City website, cityofbelfast.orgThe Council, at its meeting of January 15th, also is considering several amendments to Approach # 1 (above).  If amendments are adopted, these will be available on January 16th.    Questions regarding the proposed amendments should be directed to Wayne Marshall, City Planner, at 338-1417, ext. 25, or at planner@cityofbelfast.org
