Good evening everyone. Here is my report on this agenda: 

11.B    Final reading of Amendments to Harbor Ordinance.   Harbormaster Kathy Messier previously introduced these amendments to Council.  (Blue) 

-          Deputy Harbor Masters to complete basic Harbormaster training course

-          Limiting one vessel to one mooring at a time

-          Providing flexibility on pendant material

-          Increasing mooring chain dimension to promote structural safety against deterioration. 

11.C   Discussion and action on a Request from Arts in the Parks and Friends of Belfast Parks for $240 worth of Security Service.   I have spoken with Chief Trafton on this matter. His budget does not include funds to have officers maintain security vigils during the year.  He also is having some difficulty-locating officers willing to volunteer for this type of non-scheduled duty.  I do not recommend mandatory duty for non-emergency  police services, which I can discuss in greater detail at your pleasure. If the City wishes to provide this funding there are several options:    (Gold) 

1.      Have the Chief attempt to find a member of the Police Department who is interested in working that night (10:00 p.m. to 6:00 a.m.) 

2.      Hire either the Sheriff’s Department or a private Security Company to provide this service.  Chief Trafton has no objection to either. 

I have written the Council a separate letter on developing a policy for special use of City facilities and the ancillary costs and impact upon City services. 

The only source of funds for this expenditure is City fund Balance or Surplus. 

11.D   Request by Lookout Bar and Grill: Extend Liquor License, Request to use City  PropertyThe Parking area in front of the Look-Out Pub is little more than a vehicle length deep.  I recommend that the fence or whatever barricade they will be putting up be clearly marked by outdoor boundary lines before outdoor alcoholic consumption. The service area is at least 4 feet back from the paved edge of all public road surfaces to allow for pedestrian traffic that is off the road and to maintain a proper distance between motor vehicle or motorcycle operation and alcoholic consumption. 

My present understanding is that the Look-Out only seeks permission to use the property in front of Belfast Maskers to display Cars and Motorcycles.  I have placed a phone call to Tina  DelSanto to confirm that there will be no “ Bounce Houses” etc., on City property.  (Gray

11.E   Discussion/Possible Action on Repairs to Maskers Building.   I have attached a separate Memo outlining the issues and options. (Green

11.F   Discussion and Action on committee appointments.    See copies attached. (Lilac) 

11.G   Report on Retail Survey.   I will be handing out a report at the meeting. At this writing I have heard from all but one retailer and met with one food retailer.
