“Good Cause” Returnable Program Policy
MISSION:
To provide an easy method for the public to donate to a local non-profit
group or civic organization. The City of Belfast will provide a location
and the management structure for residents to donate their returnable
bottles and cans. Proceeds from the contributions of returnable bottles and
cans will be distributed to local organizations as defined through this
policy. This policy creates a step-by-step procedure as follows, herein
called the “Good Cause” Program.
LOCATION:
Collection of returnable bottles and cans will be at the City of Belfast
Transfer Station, and will be open during the hours that the Transfer
Station is open.
COLLECTION CENTER:
A local bottle redemption center will be chosen to collect and count the
bottles and cans deposited at the Transfer Station each month. A check will
then be submitted to the City Clerk’s Office, payable to the City of
Belfast. The local redemption center will be chosen on the basis of the
best rate for returnable items. The decision on the chosen redemption
center will be left to the discretion of the City Clerk.
QUALIFICATION:
Non-profit group(s) and/or civic organizations interested in participating
in this program must be based in Belfast, their services available to the
residents of Belfast, and their services provided in Belfast.
APPLICATION FORM:
For any non-profit group or civic
organization to participate in the “good cause” program, a member of the
organizations Board of Directors must complete an application form detailing
the information about their organization. The application form is to be
created and approved by the City Clerk, and amended from time to time as
needed.

APPROVAL:
The City Clerk will approve all
applications.
EFFECTIVE DATE OF
POLICY:
The policy will begin with the City’s fiscal year July and upon adoption by
the Belfast City Council. This policy will “re-set the clock” for
participation. All current “signed up” groups will be required to reapply
under the new policy.
LENGTH/METHOD OF
PARTICIPATION:
Each group or organization that is approved will be eligible for a calendar
month collection period. The recipient will be entitled to advertise and/or
promote their cause during this time frame. The program will operate for a
six-month transitional period from July 1, 2005 to December 31, 2005.
Beginning in July 2005 all qualified group/organizations names will
be pulled at random from an envelope for this transitional time period. The
first name drawn will have July, second name drawn will have the month of
August, third name drawn will have the month of September, and so on until
December. Once a recipient’s name has been chosen for this transitional
time period they will be placed into a 2nd envelope labeled “previously
chosen” and will not be eligible for another drawing until all “not
yet chosen” have had the opportunity to participate. Then beginning in
January 2006 the program will re-set to run con-currant with the
calendar year and all qualified group/organizations names that have not been
previously chosen will be pulled at random from an envelope. The first name
drawn will have January, second name drawn will have the month of February,
third name drawn will have the month of March, and so on.
PROGRAM
MANAGEMENT: The City Clerk
will manage the “Good Cause” program by qualifying recipients, maintaining
the application roster, conducting the drawing, notifying the Transfer
Station attendant, and authorizing payments through accounts payable.
REPORTING AND
RECORDS:
The City Clerk will keep records of the
“Good Cause” program and make those records public upon request. The City
Clerk will also report to the Belfast City Council as requested from
time-to-time, and in the annual report.
