E) Request to approve the application for a renewal Lunch Wagon License by Frank Bruce d/b/a Waynks located in Belfast City Park, Northport Avenue, Belfast, Maine, license to expire on December 31, 2008.

G) Approve the request by the American Lung Association to place banners at the three city locations, from June 2nd to June 15th, for the Trek Across Maine finishing at Steamboat Landing on June 15th.    

H) Approve the request to place a banner at the Northport Avenue location by Senior College, University of Maine Hutchinson Center, for their 6th Annual Arts Festival, May 22nd through 25th, they request the banner be allowed to remain up for a three week period. 

I) Request to approve an application for pole location by Central Maine Power Company and Verizon New England to locate 3 poles on Head of the Tide Road, 3828’ westerly of City Point Road. 

J) Approve a request by the Waldo County National Day of Prayer to plug into city electrical outlet at the Police Station on May 1st, 2008 for a one-hour national day of prayer rally.

Consent Agenda - Support Materail
            1)
Confirm the appointment of Glenn Montgomery to the Pedestrian, Biking and Hiking Committee for a term of one year.           

            2) Confirm the appointment of Steven Ryan to the Gateway 1 Committee, for the life of the project. 

            3) Acceptance of the Maine Community Foundation Grant in the amount of $2,000.00 to prepare a comprehensive greenhouse gas emission inventory for the city as part of the city’s climate protection initiative. 

            4) Confirm the City Managers appointment of Dennis Simmons as a full-time Paramedic for the Belfast Ambulance Service as recommended by Chief Jim Richards. 

            5) Confirm the City Managers appointment of David Maxcy and Mark Dagle as Firefighters for the Belfast Fire Department as recommended by Chief Jim Richards. 

            6) Approve the request by the Jim Bell, Parks and Recreation Director to close City Park to vehicle traffic on May 3rd, 2008 from 8am to 5pm for the City Park Opening Day, with a rain date of May 4th.

B) Discussion and possible action on the Oak Hill Road Culvert Bid Opening.

D) Discussion and action on a lease with Alex Turner d/b/a Belfast Boatyard. 

E) First reading of proposed amendments to the City Code of Ordinances, Chapter 98, Technical Standards, and Chapter 102, Zoning.  Amendments mostly address proposed revisions to the current Ordinance requirements regarding parking.    

F) Discussion and action on a request by Edward and Judy Hemmingsen d/b/a Belfast Bay Inn for dedicated parking spaces in the downtown on Main Street. 

G) Discussion of new city grounds maintenance program.
